Is it possible to relay a video stream from http to httpS?

There is a broadcast available at the link 123.tv/dir1/dir2/dir3/dir4/playlist.m3u8
I have a website on httpS, so the browser does not allow me to watch this stream.
How can I make a server (relay) that would accept the address as a GET parameter of the http stream, and give me a stream via httpS.
