The speed of access to photos is not particularly critical, i. the user will tolerate small access delays. Now the site is hosted on VDS. Are there any ways to save on hosting, such as taking these photos somewhere else cheaper?

So just for volumes with a low access speed, HDD is better.
If you have an SSD on the virtual machine, then just switch to the virtual machine from the HDD.

I don’t know if it will be cheaper, but all photos can be displayed on s3 amazon and kept there (upload, update, delete) or some analogue (for example, mail.ru has a similar system). After that, delete all photos from the server and reduce the tariff plan, namely, reduce the size of the hard disk.

Raise your server. You can put the screw at least up to 12TB. A pair of car batteries and a converter, a non-volatile ADSL link as an Annex M back-up (if speed is not a priority)

Digital Ocean recently launched Spaces (sort of this year). There for 5 bucks they give 250gb of storage and 1tb of traffic.
