Is it possible to recover mail via Outlook.pst?

On the old computer, mail was configured in Outlook via the POP protocol. Letters are saved locally on the computer to the Outlook.pst file, at the moment it weighs about 25GB and contains an archive from 2014. It is impossible to make a backup through Outlook itself (the computer just freezes at about the 2nd hour of creating a backup), but there is access to this file. Is it possible to just download it and run it on a new computer without losing emails?
