Is it possible to receive messages via viber api for regular accounts (not public)?

For example, I have a phone number that is registered in viber. Can I somehow get programmatically (via api) the messages that come to it? I didn’t really find anything in the viber documentation on this, only through public accounts you can do this. Is it possible to work through api with regular numbers?
