Is it possible to receive a card-to-card payment from a customer in the Netherlands without Paypal?

There is a customer who paid with me through the upwork exchange. Now he gave me a job for a couple of hundred dollars and plans to pay me off bypassing upwork.
My paypal account is partially blocked due to the fact that I did not confirm the ownership of one of the two cards that I linked to it. But I cannot confirm it, because the card itself is blocked.
In short, there is a Sberbank Maestro card. And there is a customer with a card of his bank in the Netherlands.
Can he send me direct card to card payment?
PS: I also have a Payoneer card, can I send a payment to it?

You can make a SWIFT transfer to any card if it is allowed by the sender's bank.

у Пионера есть опция "пополнить картой", спросите у их поддержки, они выдадут
учтите - если с той стороны карта не пройдет антифрод (биллинг адрес и банк выдачи не совпадают по стране, например), вам будет небольшое пятно и разборки, ну и холд
другого варианта с картами нет (ну разве что ему и вам зарегиться в Скрилл, ему пополнить картой и перевести вам, а вам добавить карту и выводить на нее - но проще вам будет с саппортом пионера, чем Скрилла)

Если об этом узнает Upwork (где нибудь в переписке на Upwork вы или клиент ляпните) - вас мгновенно забанят.
24 месяца - мораторий на платежи вне Upwork, то есть - категорически нельзя.
