There are 2 noname 4GB flash drives with a dead controller, is it possible to somehow recover data from memory chips using TL866 and TSOP adapter?

No.
Even if the TL866 supported nandas, then reading the contents from them, it would not help you in any way, because the controller does not add data linearly and you need more software to restore data (software is not free, very much).
