Is it possible to raise an isolated local site with www addressing on win 10 LTSB?

I want to start building a site without registration and sms. I
used to have experience on cloud cms (diafan) Now I want to
try WP, I sort of figured out how to raise
a server (so far the theory) Where to dig? and Is it possible to organize all this on LTSB? access to the site in LAN is not of interest only from the local server (from the machine itself, where this site is launched) ____________________________ Thank you for your answers. I decided to choose Open Server, I will do everything through it (there is more functionality there) ISS is also an option. But I liked the OS better

Raise a local dns server?

no, an entry in the hosts file is enough
Denwer, OsPanel(OpenServer), etc. Or you can hardcore install everything separately.
