Is it possible to punish scammers who send java viruses?

Literally before the New Year, just at the moment when congratulations were pouring in dozens, a very interesting message came: “You received an MMS, to view press (OK) #310” and there is also a link to supposedly MMS.
The situation is identical to this one .
As it was correctly noted in the article, the number 3116, which appeared in the source codes, belongs to the MOBI.Dengi service. The second number 8464, according to my suspicions, serves to confirm the transaction.
And, in fact, the question itself: will there be any sense if you turn to law enforcement agencies with a statement about fraud? If anyone has a similar experience, please share it. The MOBI.Dengi support service was unable to help me and advised me to contact the police.
PS: I did not fall for the trick of scammers, I did not lose money, there is no damage.
PPS: The malware was supposed to top up a Yota client's account by 100 rubles. And in the Yota support service, they said about the same as in the MOBI.Money support service.

Recently, operators have begun to actively fight sms scammers.
I have had cases where the money was returned. Or rather, my friends got money, I talked to TP for them.

In theory, in our country there are articles about fraud (an attempt to withdraw money from a subscriber's mobile account by deceit) and the creation and distribution of malicious programs. That is, from the point of view of the Criminal Code, according to the authors of viruses (who wrote this), distributors and affiliates (= accomplices through which SMS and money pass), the prison cries.
Naturally, you can contact the operator or intermediary organization, well, they will cover one anonymous account, they will accept money for another, since an account for receiving SMS can often be created anonymously. The so-called aggregators and affiliate programs usually say that they have nothing to do with it, that they cannot check each of their partners, but they lie or tell the truth, no one knows. They also receive their percentage from fraudulent SMS. Their calculation is that most users do not know that the money can be returned in this case, and will not bother with it.
But in reality, all this fraud is done through many intermediaries, often anonymously, from left Ip addresses, to fictitious names, that is, it is technologically difficult and time consuming to search for intruders and reveal schemes, who participates intentionally, who unintentionally, etc. That is, there is a violation of the law, it is not known whether there is damage, it takes a long time to look for the guilty. I suspect that the police will not be interested in doing this (they didn’t steal your money? Well, don’t complain then). There is a desire - try it, write a statement, who knows, suddenly seeing the word virus, it will end up in the department for computer offenses, and they suddenly want to investigate this case, because they caught a group of winlocker developers. But something it looks utopian.

Yes, if you put the cops to work. The problem is that they usually do not want to work. But sometimes citizens manage to make them work. Rarely, but it works.
Just the day before yesterday, the traffic police inspector spent about 3 hours to prove to me that I crossed the road in the wrong place, ignoring the pedestrian crossing. It was in the evening, the street is not lit - the transition is really not visible. I was sober and polite, but the inspector was more optimistic about spending his working hours talking to me instead of working.
How many accidents happened at that moment, how many drunk drivers drove through the streets of the city, it's scary to think. The police do not like to work, just like the police did not like to work.
And another moment - they are very offended and upset when they still have to work. Therefore, you should definitely stock up on patience and perseverance if you want to protect or defend your civil rights.
