Is it possible to place ads with popup-windows initialized by the user?

There is a site with mp3 tracks.
The user presses the "download" button - a pop-up window pops up containing information about the downloaded file, the "continue downloading" button and an ADS ad.
Is it possible to do this or will the account be blocked for this?
