Telegram in every possible way declares concern for the privacy of users, and therefore actively fights against uncontrolled receipt of data about phones. So no, in general you can't. But single users can be read if their phone number is not hidden from strangers in their profile using the client API (not a bot). Many users will not be able to scan at once anyway.
You can also find users by phone number (small numbers too!) by adding the phone to your contact list. Such is the "reverse" search (by number). But with a lot of activity of this kind, Telegram will also interfere with it.
At the same time, all this is well killed by the Telegram privacy settings. That is, the user can hide his phone from others, and generally prohibit finding himself by number.
I recommend not even trying, especially since in general it makes no sense. Telegram is a messenger that initially declares that the user is identified by other users NOT by the phone number as the main identifier.
