Is it possible to give a group of users access only to those infoblock elements that are linked to a specific element of another infoblock?
That is, in fact, give only those elements that have some kind of condition for the presence of a certain property

You can use extended permissions. These rights can be set via the API.
We catch the events of adding / updating an infoblock element and check if the property we need exists. If it is, then through the API we give the rights to edit this element, if not, then we take away the rights.
