Is it possible to manually / free of charge make a domain for a handmade site?

Я хочу построит сайт полностью ручками. Сервер, конечно, установлен на домашнем компе, и поэтому доступ к сайту происходит через "http(s)://IP-адрес:порт", а хотелось бы забацать Человеко-Понятный Урл.
Вопрос в том, можно ли это сделать самому, без участия сайтов-регистраторов?
В крайнем случае, – есть ли способы оформить ЧПУ бесплатно, при этом чтобы он был адекватный ("mysite.com"), а не вида "wixcom.co.uk/redirect?campaign=mysite"?
