Is it possible to make windows on a flash drive. Not bootable?

Hello. I’ll say right away, of course, I didn’t find my question in Google specifically. Interested in not bootable. And it was launched, for example, through the .exe format. So that it could work on 2 platforms at once. As an emulator It is
necessary to view video, word, microsoft excel, and possibly 1s.

You can put the portable version of VirtualBox there and drag the disk image on it (or have VirtualBox on the host machines and only the disk image on the flash drive). But the archive will work slowly.
