Is it possible to make transfers in Bitcoin without commission?

Is it possible to send money without commission using Bitcoin Core (bitcoind) JSON-RPC (Node.js) and how long can such a transaction take? Is it possible to get money at all if the amount is more than 5 millibitcoins? And will it depend on the amount?
Now the commission in the network turns out to be large for amounts less than 10 mibitcoins, it turns out more than 0.67 mibitcoins (if the transaction is ~ 333 bytes)
Will the transaction reach if the commission is small, say 1 mibitcoin or less?
I have already received answers to this question, but I still do not understand what it means "It will come. But do not wait for inclusion in the block." I thought any transaction that is confirmed 3-6 times remains saved in the general database.
Will the transaction take several weeks?

Everything is simple.
Transactions are included in a block. The block size is limited.
The transaction fee is paid to the miner.
Therefore, miners first of all include transactions with the highest commission in the block in order to earn more (they physically cannot include all transactions due to the size limit).
There is a chance that your transaction will never be accepted. There is also a chance that she will immediately fall into the next block. It all depends on user activity.
Probably for small amounts it is more profitable to use one of the popular forks.
