I would like a bot that could delete messages from one in the morning until six in the morning, and delete messages after the same 6 in the morning. The bot needs only this function (and of course the setting of this function) and that's it, nothing else is needed. How difficult and generally feasible is it? (I am a complete zero in programming and bots)

Theoretically, the specialist will need less than an hour. But this is a complex issue that requires touching on a bunch of different areas of IT.
Offhand, you need to be superficially familiar with the principles of interacting with api, it’s good to know some high-level language, not be afraid of remote VPS administration (which entails being able to work with the unix console most likely), be able to deploy the project (that is, cope with docker). And this is just offhand - what else can come out of what is obvious to an IT specialist and not really to a mimecrocodile - who knows.
Plus, there is still a subtlety: I wrote a similar system for a not too active chat (about five messages per hour on average) and I didn’t have enough free traffic on the Amazon server - so the question of placing a bot arises (about 200 rubles / month (or maybe and 600)).
A person who is "a complete zero in programming and bots" I'm afraid after a couple of months of writing motley questions on the forums will score. Better hire a specialist: a junior student will agree for a pack of doshiraks.
