Is it possible to make /home and /tmp on the same partition but with different mount options?

/tmp has long been mounted with tmpfs. Customize /etc/default/tmpfs

Can.
btrfs and its subvolume.
But not necessary. Having made / tmp with noexec, you will happily jump on a bunch of rakes, for example, entering archives in mc will break.
