Is it possible to make file permissions from static files?

I'm trying to do something similar to cloud storage according to the guide. The guide says only about downloading a file from the server, but nothing about viewing it. As I understand it, in order to view this file, you need to specify the path from the statics on the client. But how to allow such viewing of a file only by the creator?
