I have had a phone on WP for a long time and just recently became interested in Arduino.
I saw that some people with Android controlled their Arduino via Bluetooth and I myself wanted this.
There is no desire to buy a Wi-Fi shield for> 1000r.
Is it possible to make friends somehow my phone with arduino?

Why not? You buy just such a thing, tie it to Arduino via UART and it's done.
