you can make an application (php + js), but personally I don’t advise - there was a negative experience (despite the fact that I love Bitrix).
If you need a simple application, then in principle you can fit in (Although why do you need it for such money - a license for a mobile application costs money)
If you need a complex good application for your business, it is better to order from studios specialized in developing mobile applications.
