Is it possible to make an Android application that performs the following functions?

You need an android application that will work with a smartphone 's Wi-Fi access point (once again: I'm not talking about a separate router, but about a smartphone access point !!!!!!!!!! This one distributes Wi-Fi directly from a smartphone, yeees).
It should: -
enable/disable the wifi hotspot, -
add (delete) mac addresses to the white list (not black!),
- register the connection of devices to the access point (i.e. someone connected to the hotspot, the application is noticed and took action.

Is it possible to write this application on Android Studio? Do you need root rights? And how to add devices to the whitelist?
