We have a courier company that delivers receipts, registered letters from banks and other bureaucratic waste paper. On the part of their couriers, there is a demand for chips for all-terrain vehicles, since calling for 15-20 minutes at each entrance is very time-consuming and at the same time some residents go beyond the bounds of decency and can easily be rude ...

a) The question arose whether it is possible with using a decoder or other means to make such chips?
b) Is there maybe somewhere, ready-made solutions or similar articles that do not carry garbage information, but put everything in order?

It would be possible - they would have already dispersed all over the world, such all-terrain vehicle keys. This is the idea that it is not possible. Otherwise, all meaning from the intercom disappears.

Maybe it's easier to negotiate with the recipient in advance about the date and time of delivery? The courier can also warn about his arrival in advance, about an hour in advance, so that the recipient is ready to open the door or meet.
You can also specify in the terms of service the maximum waiting time for delivery, after which the courier simply leaves
