Is it possible to make an adaptive version of any design?

Hello!
A couple of years ago, they made a site without a mobile version and without an adaptive layout. Now I ordered an adaptive layout, the layout designer showed it to me - something I don’t like at all. So I thought - is it worth ordering a design from scratch or just made it wrong, and you need to customize everything?

Yes, you can make from anyone. But not every result will be to your liking. Therefore, we need layouts for the mobile version that are consistent with the desktop version.

For good, of course, you need to think it over and lay it out in advance, but it’s always more difficult to figure out how and what should work on a static layout, without additional. pay, I wouldn't even take it.

Of course, you see the end result, but for a good start, a technically correct designer first makes a mobile version, where the blocks are located in the correct marketing order, and then thinks about how to rearrange the blocks as the screen width grows.
