There is a site that needs a colored background with a picture like this:

Make 20 pictures for all screen resolutions (including mobile ones) for a long time. Is it possible to convert an image to a vector and paste it as a background? Which format is better, how best to do it?
In css, write background-image: url(mypic.svg); ?

photos cannot be converted to svg
make for each photo the maximum required resolution and strongly compress jpg and scale down for small screen sizes
