Is it possible to make a partition for installing applications on the SD card instead of the phone's internal memory?

There is HTC Explorer with 40 MB memory for app.
There is a memory card with an Ext4 partition of 1 GB.
How can I make this section for installing applications?

If the phone sees the card and it does not work normally, then programs can be installed on it by default. If you have a root, then there are no problems with this at all.

There is one restriction, if for example the application has the permission to receive the completion of the download android.permission.RECEIVE_BOOT_COMPLETED and possibly some other ones, then it is placed only in the phone's memory. Now there is a tendency to make such programs that are not put on the map precisely because of any such permissions
