Is it possible to make a call through a WebView?

I want to show ads in my application through webview, I will specify the url from my site where the ads will be shown from. Is it possible to do so? Will impressions count?
I want to use YAN or Adsense. Doesn't this break any rules?

Google will ban it if it finds it, they have written somewhere that advertising in applications on the play store is possible only through a special Google api, so that money drips to Google too.
