Is it possible to limit the speed / block access to an Internet resource when the limit condition is reached?

There is an internet gateway with Pfsense. On it, you need to limit some "too addicted" Youtube users. For example, to give specific users 10 "astronomical" hours per month to access Youtube, and after their expiration, block access or severely limit the speed only to Youtube. Or give conditional *n* GB / month for YouTube, and after their expiration also block access to it or cut the speed. How can this be done? Whether such blocking "on a condition" in principle is possible? I found only this
from the nearest similar solution , but here the blocking is not so flexible - just a traffic limit for certain internal ip.

pfsense - This is freebsd, Freebsd has dummynet.
You can set a proxy and make an output to the log to an external handler to calculate the volume constantly and constantly adjust the blocking rules.
