Is it possible to legally open an office in an apartment (for individual entrepreneurs)?

This refers to the apartment, not transferred to the non-residential fund.
Different sources write differently. It seems that the housing code does not prohibit if the individual entrepreneur is legally located in the apartment (but some interpret this in such a way that the individual entrepreneur must be the owner, while others argue that a lease agreement is enough).

Mark in the body of the question which country you are talking about.
In general, an individual entrepreneur can work anywhere, and hang up a legal address on a PO box or the nearest business center - it costs a penny.

Yes, it is possible according to the Housing Code of the Russian Federation, Art. 17 p.2:

2. It is allowed to use residential premises for the implementation of professional activities or individual entrepreneurial activities by citizens legally residing in it, if this does not violate the rights and legitimate interests of other citizens, as well as the requirements that the residential premises must meet.

An individual entrepreneur is not required to be the owner, but is required to obtain official permission (certified by a notary) to conduct business activities in the rented housing.
I would also recommend that the lease agreement itself be carried out through a notary.

The address of the location (formerly - legal) - you will already have a registration. And where you will sit and work will not concern anyone and is not controlled by anyone.

That's right, an individual entrepreneur can carry out activities at his home address by virtue of Art. 17 LC RF and subject to its provisions.
Professional activities can also be carried out at the home address, for example, in accordance with paragraph 6 of Art. 21 of the Federal Law “On advocacy and advocacy in the Russian Federation”, a lawyer has the right to use residential premises belonging to him or his family members on the right of ownership to accommodate a lawyer’s office, with the consent of the latter.
