Who told you this? On the contrary, Python is very suitable as a first language. Plus, it is studied in schools in grades 11 T (though after Pascal, but still, it is ideal for teaching programming). As for the dart - it can also be studied first. In principle, you can first learn any "traditional" language (Pascal, JavaScript, C, etc.).

I recommend Dart as a first language because it has OOP and data typing. Python, due to the lack of data typing, is not so well suited.
