Is it possible to install packages from debian dvd2 on ubuntu?
There are 3 DVD discs with debian 9. Can I install ubuntu mate 16 from these discs? How to properly set up sourcelists?

You can, but sooner or later, apt will start to resent problems with dependencies.
It is possible, if it works on dependencies, or if it is possible to install it ignoring dependencies and manually collecting the necessary libs. But it's risky :)
You initially approached the question incorrectly, but I will answer "as you asked the question"
1. For all three disks (the mount paths are different !!!):
2. Create an apta file:
3. Write 3 things like this in it:
4. Update:
5. Install as usual:
But I repeat that this is a direct answer to a direct question! But initially you are doing it wrong. You can break dependencies.
