Is it possible to "inexpensively" 3d scan objects with details of 0.1 and 0.2 mm?

It is required to make digital copies from the master model for subsequent 3d printing. But, after working with 1234 Catch, 3dSom Pro, I realized that such small details are simply driven into textures, and the created 3d models are no longer suitable for 3d printing. Therefore, it seems to me that programs for creating 3d models from photographs are not suitable. There are laser technologies. Does it make sense to try to build something like this

Will it give the desired result? The budget is just no more than 30 thousand.

if you want to play around and on an extremely budget, then we are going to do this: a few laser LEDs from a DVD, a couple of good webcams with a crumpled matrix filter, b/c, cooling, open source, several engines from an inkjet printer or a child's toy.
