Is it possible to improve the clarity of the video?

I didn’t know what tags to put in, I was ready to receive a warning.

Guys, this is the situation, there is a video from the DVR on it, an accident was filmed, but the problem is that the video was filmed in such a bad quality that only squares are visible, are there any ways to increase the clarity of the video so that you can see something?
Unfortunately, I can’t provide a video, the video format that I have is MP4, the video lasts 30 seconds

Many will say that this is possible only in the movies, but no. There is special software, including domestic software, which is used by forensic scientists. It works on the basis of interpolation of fragments of several frames, sometimes you can pull out a number from a car passing almost in profile or from a monstrously compressed fragment, if only the object loomed in the frame for at least a couple of seconds (frames 30..60). For example, I can give Vocord video expert . You should contact forensic specialists and specialists in pre-trial settlement

It is impossible - there are no high-frequency components of the brightness spectrum in the video. Interpolation won't help.

Try this Video Expert of course. But not the fact that it will help.
By the way, blurry video recordings are a very typical problem of most video surveillance systems. The problem is that most cameras are selected by eye, and their installation locations are also selected. Although there are special programs for designing video surveillance, where you can simulate the location of the camera, the number of pixels per meter, and the distance where you can recognize a number or face. Including even systems for automatic recognition of numbers and faces.
In the case of a DVR, it would also be better to choose a model with a higher resolution.
