The project needs to implement modal windows. Each modal window must have its own route.

The problem is that I need to open modal windows through named route-views and I can't do it.
Those. when I click on the link "/users/list?modal=1233" in my main view, the users/list component opens, and in the named view - modal.
These modal windows can open completely on any page of the application, for example: "/users?modal=1233", "/products/category?modal=1233", "/?modal=1233"
