Is it possible to implement a bot that will forward messages from a VK conversation to a Telegram channel/conversation? If so, please tell me what libraries or APIs are required for this?

Yes, you can. You can take a variety of libraries. For telegram: pyrogram, telethon. For VK: vk_api, vk_maria, vkwave, vkbottle.
