Is it possible to implement displaying an application on top of all windows in cordova?

Is it possible to implement a button that will always be displayed on top of all other applications on cordova / phonegap, like this, for example, a photo is displayed on top of everything else:

The implementation is of interest only on Android, support for other platforms is not needed.
There are a lot of such applications in the playmarket, but I didn’t find anywhere how to implement this on cordova / phonegap.
