Is it possible to have a Mail Server option without a white ip using A and MX records of the NoIP service?

Is it possible to have a mail server without a static ip?
As far as I understand NoIP issues A record and 3 MX records.
Is it possible for a mail server to work with this option?

Perhaps, but not necessary. For a mail server, the reputation of the IP address plays an important role. Your mail will simply go to spam.
