Is it possible to give links to posts in Telegram channels in responses? Not in the sense of "Here is a link to a cool channel - look there." And directly to specific posts with a solution or advice on the topic of the issue. Or will it be considered spam and advertising?

Telegram is blocked. Accordingly, by giving a link to a prohibited resource, you will provoke violations of the current legislation, i.e. violate clause 5.4. Service rules.

In any case, the answer should be copied here on a toaster with the most important part highlighted, because any resource, including a post in a telegram, can disappear for one reason or another (the author tritely deleted it) and give a link to the source.

Bypass blocking - legally.
Posting illegal links is legal.
At least for now.
But to provide a service to bypass blocking is already illegal.
And if you go to prohibited sites at home through a VPN, then the VPN violates the law, not you.
As for links, they have nothing to do with bypassing locks at all. If the link is prohibited, then no one has access to it (in theory). Providing a link is not only a service to bypass locks, but even an attempt to bypass locks.
