Please tell me if it is possible to do this thing on bitbucket:

There is a repository with a folder structure:
public_html - here are css js templates, etc.
application - here php logic, framework, etc.

I used to work alone, but now a layout designer has appeared and I need to give access only to the public_html folder.

Can this be implemented somehow?

None of the repositories have this feature, but you can write-protect master branches. Let the coder work in his branch and make pull requests to merge into the main branch, which you will check.
