Is it possible to get vector (svg, eps, ai) maps of regions and all of Russia?

Maps are needed for the site. At hover I want to draw a conclusion of statistics. I really need a map of the Tula region with a division into regions. If someone shares a ready-made script or tells you how easier it is to implement, I'll drop a coin for coffee / tea. I will be glad for any help.

I made such a site on stat.ru.com angular, I can reset the source code if needed. But you will need a map of the Tula region (detailed), or draw it yourself.
