Is it possible to get PhpStorm Edu with Russian documents?

The fact is that my university does not have mail in the .edu zone
Do I understand correctly that I have one chance to get phpStorm - through scans of documents on my studies.
Is it possible to provide documents in Russian or is it obligatory in English?
