Is it possible to get a google map API key without paying for an account?

This is my first time working with google maps. It was a discovery for me that Google takes payment for using its cards (asks to enter payment details). Three months they give to use for free and then only for money.

I'm wondering if it's possible to place a Google map for free on your small website with little traffic?
Is it necessary to open a payment account?

5000 map views per month for free, and from mobile devices without limits. Billing information is required. You can enter a card in which a couple of rubles are in your account and you will be sure that you will not write off anything if 5k views per month are enough for you. Bypass without payment data
