Is it possible to get a database of people's names for later parsing?

Good afternoon!
It is required to find a database of names and patronymics of people in Russia and the CIS (Cyrillic) and the rest of the world (Latin) for subsequent parsing and the formation of a database of usernames on its basis with subsequent transliteration. This is necessary to implement a mechanism for automatic transliteration of data entered by users during registration.
It is desirable, of course, that the data be from official sources (passport offices, etc.)
If there are no ready-made databases, then what resources are best used to process and extract the above data from there? vk and facebook?
Please clarify if anyone has faced similar issues.

Writing a separate Facebook parser is perfect for your task: the current API does not provide free search capabilities across the entire FB database. There are also ready-made solutions that have already been written by pens by other comrades. We have used solutions like fb parser, b2b-group.xyz, monoparser.com ... I will say right away that desktop solutions are a "pig in a poke", because here you have problems with speed, possible ip blocking (you need to constantly look for proxies ). In general, there are options to use ready-made solutions, but it is highly desirable to take on less routine work.
