Hello.
I work unofficially and suddenly in one of the state. institutions needed a 2-NDFL certificate. I explained the situation to the employee, he advised me to take 3-personal income tax in the tax office.
Tell me, please, who understands, can I get such a certificate for the whole of 2019? I work without official employment, I receive money in my hands in cash. There are no contracts or bank transfers. You can say that I work as a freelancer, but again, there are no contracts and no receipts to the bank account.

But never tell that you work unofficially - this way you not only set yourself up, but also your employer and indirectly colleagues (if the employer is imprisoned)
3NDFL is a certificate of income of an individual. Your income from the sale of property and other operations that you declared as an individual enters there.
In your case, 3NDFL will be empty, apparently. Because you didn't declare anything and didn't pay any taxes. If you need a certificate "to be", then contact the tax or public services. And if you just need to show income, then a bummer))

3-NDFL is not a certificate, but a declaration of income and tax paid. It is submitted by the taxpayer himself or on his behalf by an authorized representative. And 2-NDFL is a certificate of income and calculated and paid tax, submitted by a tax agent (usually an employer) who withheld personal income tax.
Without official employment, the office simply will not give 2NDFL - you do not work in it :) 3NDFL is generally bypassed, this is a certificate of the declared income of a physicist, usually compiled with tax deductions.
