I have a built-in spam filter in my android (stock dialer from Google). When an incoming call is either marked as spam, or calls are generally filtered. Also on android there is third-party anti-spam software, for example, "don't pick up the phone". It works in the same way - it punches the number through the bases and then depends on the settings.
The disadvantages of such software are that the phone can merge into the network who and when is calling you.
