Are there ready-made modules or any solutions for unloading an infoblock in xml, with the condition by which the elements are unloaded. For example, unload elements that have a certain property set to "yes".
Or tell me in which Bitrix files to dig).

Find the file in which the XML upload is generated, copy it and make a filter in it.
In general, this is just a text file, you can take a getlist, write it as you need and save the result to a file
