It's not about the "tone", but about the fact that for different situations, a different format. Somewhere JPG weighs less, somewhere SVG is more desirable to use

Save only images with a transparent background in .png, .jpg for everything else
. Also, do not forget to optimize images before uploading to the site, for example, using the TinyPNG or Optimizila services .

It all depends on the image itself, where to apply it, the size, the number of colors used.
1. Everything comes with experience. The more you save "Save for Web" and play with the settings and watch the size of the image, you will begin to understand where and how best to save the image.
2. A large image as a background, a large photo where many colors are used is best saved in JPG. But even here there are exceptions. Create a document 1920x1080, white background, brush point about 10px without feathering. Next, save for web. In the settings, if you specify JPG quality 70, such a file weighs about 24kb. And now let's take PNG8 since the dot is of the same color, 10 shades is enough, in this case the file already weighs 2kb.
3. Web design is better for photos or graphics where there are many colors, where you do not need to display the exact pixel, save as JPG.
4. Icons and other small elements are always SVG and PNG (PNG8 if few colors are used). PNG is also suitable for posts that have a plain background and some kind of graphics on it (shapes, etc.). Simply put, PNG starts to weigh a lot where a lot of colors are used (where there are a lot of gradients and transitions).
I advise you to experiment with saving and understand the dependence.
And the answer to the question is simple: Yes
It's bad manners to save everything in PNG.
