Hello. There is a user group "wholesale buyers" in the Bitrix store. In the discount settings (rules for working with the cart), there is a restriction "Groups of users to which the rule applies", but there is no way to exclude a separate group of users. Is it possible to do this in some other way?

Yes. Add all groups except "wholesale buyers" to the rule.
