Is it possible to distribute money between my addresses in a bitcoin wallet?

Is it possible to distribute money between my addresses in a bitcoin wallet without making a transaction through the network?
And how to implement it?

For example, there are 10 generated addresses, 3 bitcoins were dropped on 1 from the network, you need to send money to the remaining 9 but without a commission

PS: There used to be a bitcoin-cli move command, but now it is outdated

1. In the blockchain, absolutely all operations that change the current state of something are performed through transactions.
2. Absolutely all transactions have a cost, i.e. commission. The higher the commission, the faster the transaction will be processed.
