Is it possible to develop applications in Xcode without a developer account?

In general, I would like to just write the code, and it would be nice to test the application at least on an emulator. Is it possible to do this without buying dev. account? It's just that buying it will take a lot of time, which I don't have right now.

Write as much code as you like, a dev account is needed for publishing.
