The fact is that the site on the hosting has https, can I also develop locally on https, so that when transferring, there will be no problems and unnecessary fuss with changing the address during the transfer? To just change the domain name from test.dev to test.com

Openserver supports https out of the box. Just refer to https. Confirm the insecure connection and that's it. You can, of course, screw the certificate, but apart from the green plate on the local host, there will be no effect.

There is no fuss with the transfer. Install the Really Simple SSL plugin and it will set everything up for you.
