There is a constant problem with clients when documents are downloaded from the site, and then they cannot find them on their computer. Therefore, the following question arose: with the help of what can I forcibly (from the side of the site), regardless of the browser settings, after they click on downloading the file, save it to the place I specified (for example, the user's desktop)?

It is forbidden. The specified location may not exist, be owned by another user, or be write-protected. Writing along a fixed, predictable path is one of the tricks of viruses.
